As for the IQ in Ireland being low it was Hans Eysenck who said it was due to the Famine of the 1840s and the emigration rates that were rarely below 50%of each and every subsequent generation. That historical figure of 90 has definitely increased to around 100 or more now. Cousin marriages were nearly always discouraged by the Catholic Church though but with rural isolated communities and the aforementioned emigration levels they did occur. Andalusian people are sometimes the butt of jokes in Spain based around their assumed dumbness!
